- ➤ Randy Boxell, who has cut every Folsom Police Chief’s hair since 1977, gave Interim Chief Randy Ulibarri a final trim Thursday at his shop as Ulibarri readies his retirement and passes leadership to Chief Adam Green next week. Folsom Times
